Senator Introduces Life at Conception Act

Senator Rand Paul (R-KY) has introduced a new bill that will extend the equal protection afforded in the 14th Amendment of the U.S. Constitution to every born and unborn human being.

According to a statement by Senator Paul, the Life at Conception Act (S.583) does not amend or interpret the Constitution in any way, but simply relies on the very words found in the 14th Amendment which specifically authorizes Congress to enforce its provisions.

"No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws."

“The Life at Conception Act legislatively declares what most Americans believe and what science has long known — that human life begins at the moment of conception, and therefore is entitled to legal protection,” Sen. Paul said in a statement. “The right to life is guaranteed to all Americans in the Declaration of Independence and ensuring this is upheld is the Constitutional duty of all Members of Congress.”

Describing himself as "100 percent pro-life" Senator Paul has been bold in his support for life and not afraid to fluster Senate Majority Leader Harry Reid (D-NV) by introducing pro-life bills and then attaching them to other important legislation with the hopes of getting them to pass.

In June 2012, during debate over a flood insurance bill, Paul introduced an amendment clarifying that life begins at conception which caused an exasperated Harry Reid to call for Senate Republicans to control the junior senator from Kentucky.

Rand continues to press the issue of the sanctity of life. His bill has 15 co-sponsors, including Sens. John Barrasso (R-WY), John Boozman (R-AR), Richard Burr (R-NC), Daniel Coats (R-IN), Thomas Coburn (R-OK), Michael Enzi (R-WY), Deb Fischer (R-NE), Charles “Chuck” Grassley (R-IA), John Hoeven (R-ND), James “Jim” Inhofe (R-OK), Mike Johanns (R-NE), Jerry Moran (R-KS), James Risch (R-ID), John Thune (R-SD), and Roger Wicker (R-MI).
