This is made clear when God tells Samuel, "...for they have not rejected you, but they have rejected me from being king over them." But it would be God who appoints the king; only He keeps the people of Israel as His own (1 Sam 9:16-17). So Jesus being the Son of God, the King of Israel, truly was the heir to the throne and was definitely a king. He reinforces His kingship when He states "all things have been delivered to Me by My Father" (Matt 11:27). So we see here that Jesus is a true King who rules the Kingdom of God, His Father.
