Think Tank: US Foreign Policy Should Include More Taxpayer Funded Birth Control

A new report issued by the Council on Foreign Relations, a liberal think tank, claims an increase in taxpayer funded international family planning programs is needed because these programs have demonstrated a "high return on investment."
